The Ministry of Water Resources, Works and Housing has identified projects for which investors are invited to participate either privately or in joint-venture ship with the public sector.

The projects are:

PROJECT 1

1.0 AFFORDABLE HOUSING

1 .1 Objective

The objectives of the project are to:

  1. Increase accessibility of low and medium income Ghanaians to decent and affordable housing.
  2. To increase workers output and sense of security through housing.
  3. To create jobs, Improve incomes and reduce urban poverty. 

The programme is focusing on the following areas:

  1. Public housing
  2. Institutional Housing
  3. Workers Housing

1.2 Public Housing

The National Democratic Congress Government has identified housing as a critical sector of the economy for tackling poverty and guaranteeing social stability. In this regard Government is implementing a Housing Programme to build 100,000housing units over the next 8 years, through public private partnership. This programme seeks to provide affordable housing for workers and low and middle income earners. The Government is already implementing its own affordable housing project to provide housing in all regional capitals and some district capitals. Work is ongoing in five (5) regional capitals while projects are yet to commence in the remaining regional capitals and some deprived district capitals, where, due to accommodation problems, staff are reluctant to go and serve.

Funding is therefore required to:

  1. Complete the ongoing projects in the first five (5) regional capitals.
  2. Undertake new affordable housing construction in the remaining five (5) regional capitals and 100 district capitals

1.3 Completion of ongoing Projects

Government is implementing its own affordable housing programme for delivery of over 5,000 units in five (5) Regional Capitals, namely, Accra-Tema, (GAR), Kumasi (Ashanti), Koforidua (Eastern), Tamale (Northern) and Wa (Upper West). The projects have stalled for lack of funding.

1.4 New Housing

Affordable housing projects will be carried out in the other 5 Regional Capitals and one hundred deprived District Capitols. The Regional Capitols are Cope Coast, Sekondi, Ho, Bolgatanga and Sunyani.

Design of housing units, physical infrastructure and social amenities will be carried out using local and foreign consultants.

The pre-contract phase will include:

  • Geological and land surveying
  • Planning layouts
  • Land surveying
  • Architectural and Engineering Design
  • Infrastructure design including roads, pavements and walkways, drains, electricity and telephone lines, water mains and sewerage systems.
  • Preparation of bills of quantities
  • Approval permits 

1.4.1 Construction Phase

This will cover construction of apartments, physical and social amenities such as commercial centers, schools, Security Posts, and recreational facilities either on turnkey basis or through public private partnerships. New construction systems and technologies are. Welcome provided they prove efficient, economic and durable.

1.4.2 Disposal of Units

The units will be disposed of through rental, lease purchase or outright sale to individuals and organizations. Sales may be facilitated through Home Finance Co., or Ghana Home Loans, Companies and other Banks that specialize in offering mortgages to prospective home buyers by paying off the developers and entering into mortgage contracts with the prospective house owners.

Table II shows the proposed housing units to be constructed in the selected Regional Capitals and District Capitals.

1.5 Institutional Housing

Many key institutions especially among the security agencies are heavily handicapped in their operations due to accommodation problems.

Among them are:

1. The Ghana Police Service

2. The Ghana Prisons Service

3. The Ghana Fire Service

4. Health Personnel

5. Ghana Immigration Service

Estimated cost of housing for the above institutions IS US$ 418 million. Breakdown is provided in table III below:

2.6 Workers Housing

A special Housing programme targeted at workers, aimed at delivering 5000 housing units nationwide within the next 4 years is one of Government's priority projects. 

The projects will be carried out nationwide in collaboration with organized Unions, many of whom have acquired their own sites.

The houses are to be allocated to workers through their unions or associations, either for rent or on hire purchase.

The projects range from single-storey terrace houses to four-storey blocks of flats depending on location and economic considerations.

Project cost: Estimated cost of the programme is US$250.0million.

PROJECT 2

Title of Project: Jubilee Car Park

Location: Accra 

Client: Ministry of Water Resources, Works and Housing

Project Cost: US$10.0 million

2.1 Objective

To address acute parking problem and improve government business in the Ministerial area.

2.2 Justification

Over the years demand for parking for visitors and office staff alike has far outweighed the supply capacity unless urgent action is taken, this problem, threatening to undermine the productivity of government business.

Apart from the parking problem there is visible demand for commercial facilities such as bank, restaurants, food court leisure facilities etc.

2.3 Project Site

In respond to these challenges Government of Ghana has decided to initiate and facilitate the development of a multistorey car park with complimentary prime commercial facilities within the Ministries area using private sector funding.

The site is strategically located within the Government business area with access to Accra High Street, the Stadium and Independence Square and within easy reach of the premier finance and business district of Accra. The land area is approximately 1acre.

2.4 Project Description

The proposed project is an eight floor multi-storey complex to be developed either on Build Operate and Transfer (BOT)or financed from loan to Government.

The complex will house:

• Multi-level car parking with capacity of 775 parking spaces.
• Mixed commercial space comprising of:
a. banking halls,
b. retail outlets,
c. cafeteria,
d. internet cafe,
e. gymnasium
f. commercial offices

NB. The project scope described above is subject to amendment and negotiation with the prospective developer in order to improve its economic viability.

PROJECT 3

PROPOSED STUDENTS HOSTELS FOR UNIVERSITY COLLEGE OF

WINNEBA, KUMASI CAMPUS AND LEGON

Project Title: Proposed 1,000 bed students hostels for University College of Winneba, Kumasi Campus, Legon and UDS

Location: Kumasi, Accra and Tamale

Objective: To address acute accommodation problems of students on campus.

Project Description:

The scheme comprises of the traditional courtyard concept with rooms and facilities grouped around a central courtyard, allowing for easy circulation, natural ventilation and lighting.

The structure is a 4-storey reinforced concrete column and beam construction. The accommodation includes 4-bedroom units, 6 bed room units and 3-room flats with shared lounge, washrooms and Kitchenettes.

Other facilities include Bookshop, junior common room, TV room, laundry area, parking lots etc.

Project Cost: Estimated cost of each hostel is US$l0.0 million. Total cost for the three campuses is US$30.0million.

PROJECT 4

Project Title: REHABILITATION AND REDEVELOPMENT OF KWAME

NKRUMAH FLATS & BUNGALOWS

Project Location: Lartebiokorshie, Accra

Objective:

To provide much needed accommodation to Doctors and other medical personnel of Korle-Bu and other Hospitals.

Project Description: The 2No. 8-storey blocks of flats and 8No. bungalows were built about 50 years ago and are now deteriorated and in very poor state. The main structures on site include:

• 2No. 9-storey block of flats
• 8No. 2 storey executive house
• Swimming pool complex
• 2No. Transformers

Scope of Work:

• Rehabilitation of 8No. Bungalows
• Rehabilitation of 2No. Blocks of Flats
• Construction of additional units
• Rehabilitation of Swimming Pool and Tennis Court
• External Works including - street lighting, drainage, pavements, roads and horticultural works.
• Converting the 16NoA bedroom flats into 32 No. 2 bedroom flats.
• Construction of eighty (80) 3 bedroom flats multi-storey blocks of flats.

The site is 0.04 sq. km and is close to the Korle Bu Teaching Hospital.

Cost: Cost of rehabilitation and construction of additional houses is US$15.0m.

PROJECT5: SLUM UPGRADING

Project Title: Slum Upgrading

Project Location: Tema Metropolis, Sekondi- Takoradi Metropolis,

Ashaiman Municipality 

Client: Metropolitan/Municipalities Assemblies

Project Cost: USS27.0 million

Project Description

Government of Ghana is implementing a Slum Upgrading Scheme under the Slum Upgrading Facility (SUF)project, a new global facility within UN Habitat aimed at assisting developing countries to mobilize local domestic capital for upgrading activities in municipalities.

The Slum Upgrading Facility (SUF) operates under the premise that slums can be upgraded successfully when slum dwellers are involved in the planning and design of upgrading projects.

It aims to make slum upgrading projects bankable, ie. attractive to retail banks, property developers, housing finance institutions, service providers, micro finance institutions and utility companies.

Projects are currently being undertaken in 3 cities, namely Tema Metropolis, Sekondi-Takoradi Metropolis and Ashaiman Municipality. 

Under the programme Government will provide financial and technical support to the slum communities in their housing development and provide infrastructure such as roads and drains, electricity, water supply and sanitary conveniences.

Slum areas in Accra, Kumasi, Tamale and other regional will also be tackled.

PROJECT 6: REDEVELOPMENT OF KAISER/SEGECO FLATS

Project Title: Redevelopment of Kaiser/Segeco Flats at Community No.4, Tema.

Client Tema Development Corporation

Location: Tema

Plot Area: 16.8acres

Project Cost: US$31,130,000.00

Project Background:

The Project is located in the Harbour City of Tema, close to the Central Business district. It consists of 28 blocks of two-bedrooms and three-bedrooms apartments numbering 360 units. The Flats were built in the early 1960s in the form of prefabricated structures with a lifespan of 15years. The structures have physically deteriorated as their time has exceeded the 15years, a situation which is so bad that four of the flats have been declared uninhabitable.

Objective

To provide 540 new apartments in place of the 360 dilapidated flats.

Project Scope

  1. Construction of sixty (60) 6-storey blocks of two bedroom and three bedroom type flats.
  2. Construction of infrastructural facilities on appropriately 16.8 acres of prime land including:
  • Roads and car parks
  • Storm water drains
  • Sewer/waste water system
  • Landscaping
  • Street lighting
  1. Provision of shopping centre
  2. Provision of clinic building
  3. Provision of children playground/nursery building
  4. Provision of community centre (multi-purpose hall)

 

Project Cost: The estimated total cost of the project is US$31,130,000.00.
